The City is not performing hillside determinations correctly.

This is from a 2023 deck addition in the Monterey Hills.

Notice the Zoning of "RS HILLSIDE". Notice the 15.11% slope, well beneath the 20% threshold for hillside applicability. Notice the clear site-wide slope descending from 200' elevation at the top to 150' at the bottom. Notice the lack of topographical contour lines beneath the structure and the failure to account for this.

Our municipal code calls for "average natural slope" and the "characteristic slope" when performing survey work for hillside determination. The ambiguity of these terms and staff's misinterpretation of them are leading to blatantly underreported average slope calculations and thus erroneously misclassifying what should be hillside developments as non-hillside.
