Yesterday the Public Safety Commission was presented with an item on the council approved vegetation management project for the Monterey Hills. I submitted a written comment and gave an oral comment. The written comment has not yet been placed in the official record. See the web version here: https://ragt.ag/2026/07/24/5v

Chief Lloyd confidently boasted that I and two other commenters are just three people and that 50 people are in support of his vegetation management plan. My public records requests for resident communications on the matter are stalled and overdue and the number of documents furnished remains at zero.

Two residents gave uninformed public comments in support at the public hearing, one in writing and one orally. The comments provided in support demonstrate that Chief Lloyd has misled proponents of the project in private conversations. This is evidenced by the fact that one commenter stated that the "brown", dead, annual invasives scare her and that she believes that native plants are not impacted by grazing. She made no mention of support of hand crews limbing up and thinning out mature specimens across more than 50% of the acreage.

I am not opposed to vegetation management in the Monterey Hills. I am opposed to the methods because the methods chosen will do vastly more harm than good from a long-term fuels and public safety perspective and remain to this day unjustified by the Chief, unprecedented by the CEQA record statewide (see addendum in linked document above), poorly designed, poorly planned, recklessly ignorant to best practice, recklessly ignorant to the precedent set by the sweeping permanent damage to the Arroyo Seco by Capra Environmental and Pasadena's Rec and Parks hand crews post-graze and are clearly driven more by politics, optics, fear, rhetoric and authoritarian zeal than by sound science.

A threat of lawsuit or claim of exposure by a fellow resident should not dictate the means and methods. There are prudent pathways to wildfire safety in the hills and I have brought them to the public record and have been ridiculed, dismissed and talked down to. There's no going back once the damage has been done. The chief does *not* have the information, guidance or expertise to execute this project according to any kind of standard of best practice. The total lack of concrete plans demonstrate this. It will mark political and professional careers forever. I promise.

**I demand that the City suspend this action immediately**, have a certified applicator treat the Tree of Heaven with a basal bark herbicide application of Triclopyr ester and have Parkwood hand crews clear the Black Mustard inside of 100' defensible space perimeters. The mustard stalks can be tarped and carried out if adjacent neighbors refuse access through their property. The plant volume inside of 100' perimeters is low. Allow the Tree of Heaven to remain standing to allow the herbicide to take effect as the leaves will fully desiccate on their own leaving behind bare stalks and no fire hazard. It is most likely too late in the season to treat the poison oak or periwinkle in these perimeters. It is too late in the season to modify native plants in these perimeters.

We are not in a state of emergency. The excessive humidity levels we are experiencing will remain through the rainy season. I sat in a conference room with Chief Lloyd and City Attorney Diaz over a year ago and told them all of the above. You cannot approach this as a barbaric experiment across half the acreage of the most sensitive areas of our city's extremely limited open space. We're not acquiring any more open space any time soon. We absolutely *must* protect what we have as every acre of intact habitat serves all residents in our 3.5 square mile city. There *must* be a cogent, well designed, long term plan. As it stands right now, this is the poorest planned fuel reduction and vegetation management project I have heard or seen documented anywhere on the internet and biologists, naturalists, environmentalists and grazing companies I've spoken to agree unanimously and overwhelmingly.

If I don't receive confirmation that the Monterey Hills vegetation management project has been suspended by end of business tomorrow, Friday, July 31 I will be forced to perform a widespread outreach campaign to the voters of this city with respect to the tree ordinance changes that made this destructive project possible. I look forward to your prompt response.
